Rosa was born to Ben and Betty (White) Smith, on January 16, 1924 in Shreveport, LA. She Married Marvin M. Rutledge in Juarez, Mexico, in 1957. She worked as a Hotel, Restaurant Waitress.
Per her wishes there will be no visitation, or funeral.
